1.MISSION XI MILLION:
AIM:
·
To associate atleast 11 million
students, parents, coaches, teachers etc by way of holding workshops, seminars,
contact programmes, competitions etc.
ABOUT
MISSION XI MILLION:
·
The Minister of State (I/C) for Youth
Affairs and Sports Shri Vijay Goel said in the Lok Sabha today that the India
will be hosting FIFA Under-17 Football World Cup 2017 in India in October this
year.
·
The Government has viewed this as an
opportunity to popularize football in the country.
·
Hence, in collaboration with FIFA, the
Government has launched on 10/02/2017 an outreach program named “Mission XI
Million” whereby various programmes are to be held in 30 cities in the country
in the run up to FIFA Under-17 Football World Cup 2017.
·
This programme is aimed During the
current financial year 2016-17, the Government has allocated an amount of Rs.30
crores to effectively implement the Mission XI Million programme in the
country.
2.RS. 31734 CRORE COLLECTED AS CONSTRUCTION WORKERS’ WELFARE CESS
TILL 31ST DECEMBER 2016:
·
Rs. 31733.76 crore have been collected
as Construction Workers’ Welfare Cess by the States/UTs upto 31.12.2016, at the
rate of 1% of the cost of construction. Out of it Rs. 6872.51 crore has been
spent.
WORKERS’
WELFARE CESS:
·
The Building and Other Construction
Workers’ Welfare Cess Act, 1996, provides for levy and collection of cess at
such rate not exceeding two per cent but not less than one per cent of the cost
of construction as the Central Government may notify.
·
The cess has been levied and being
collected at the rate of 1% of the cost of construction as notified by the
Central Government in the Official Gazette.
·
The cess at the above rate is collected
by the State Governments/ Union Territory Administrations.
·
Utilized for the welfare of the building
and other construction workers by the State Building and Other Construction
Workers Welfare Boards.
·
These boards constituted by the State
Governments/Union Territory Administrations
under the Building and Other Construction Workers (Regulation of
Employment and Conditions of Service) Act, 1996.
3.MORE THAN 69 THOUSAND WOMEN COVERED UNDER NAI ROSHNI SCHEME TILL
31ST JANUARY DURING CURRENT FINANCIAL YEAR:
·
The Ministry of Minority Affairs is
implementing three specific schemes for the welfare of Minority women under the
“Nai - Roshni” for Leadership Development of Minority Women.
·
It is specially for development of women
belonging to notified minority communities namely Muslims, Christians, Sikhs,
Buddhists, Parsis and Jains, Rs. 14.13 Crore have been released and 69 thousand
150 women have been covered till 31st January during current financial year.
NAI
ROSHNI:
·
The aim of the scheme is to empower and
instill confidence in women by providing knowledge, tool and techniques for
interacting with Government system and others at all levels.
·
The scheme is implemented through
selected Non-Governmental Organizations (NGOs) all over the country.
Begum
Hazrat Mahal National Scholarship for Meritorious Girls
belonging to minorities is implemented through Maulana Azad Education
Foundation.
Mahila
Samridhi Yojana:
·
It is implemented through National
Minorities Development & Finance Corporation (NMDFC).
·
Here the skill development training is
imparted to group of women in women friendly trades.
·
Training period is of maximum six months
and raw material cost of upto Rs.1,500/- per trainee and stipend @ Rs.1000/-
per trainee is provided.
·
During the period of training, the women
formed into Self Help Group, followed by infusion of micro-credit maximum upto
Rs.1.00 lacs per member for the purpose of using the skill developed during the
training, for income generation activities.
4.NEW CHAIRMAN OF NATIONAL COMMISSION FOR SAFAI KARAMCHARIS ALONG
WITH TWO MEMBERS ASSUMED THEIR OFFICE TODAY:
The newly appointed Chairman of National Commission
for Safai Karamcharis Shri Manhar Valji Bhai Zala along with two members Smt.
Manju Diler and Shri Dalip Kallu Hathibed assumed his office here today.
NATIONAL
COMMISSION FOR SAFAI KARAMCHARIS:
·
The National Commission for Safai
Karamcharis seeks to study, evaluate and monitor the implementation of various
schemes meant for the welfare of safai karamcharis.
·
The commission was constituted in August
1994 as per the provisions of the National Commission for Safai Karamcharis
Act, 1993.
·
The commission consists of a
chairperson, a vice-chairperson and five members. Among them, at least one of
the members shall be a woman.
·
The chairperson, vice-chairperson and
every member shall hold office for such period not exceeding three years.
·
All orders and decisions of the
commission shall be authenticated by the chairperson or any other officer of
the commission duly authorised by the chairperson in this behalf.
·
FUNCTIONS:
·
Recommend to the Union Government
specific programmes of action towards elimination of inequalities in status,
facilities and opportunities for safai karamcharis under a time-bound action
plan Study and evaluate the implementation of the programmes and schemes
relating to the social and economic rehabilitation of safai karamcharis.
·
Investigate specific grievances and take
sou moto notice of matters relating to non-implementation of programmes or
schemes in respect of any group of safai karamcharis.
SAFAI
KARMACHARI ANDOLAN (SKA):
·
SKA is a national movement committed to
the total eradication of manual scavenging and the rehabilitation of all
scavengers for dignified occupations.
·
The main reason for the continuation of
the practise of manual scavenging is due to the presence of dry latrines.
5.NATIONAL SERVICE SCHEME:
·
NSS was being implemented as a Centrally
Sponsored Scheme, with expenditure being shared between the Centre and the
States as per the prescribed ratio.
·
However, with effect from 01.04.2016,
NSS has been made a Central Sector Scheme with 100% funding from the Central
Government.
·
Consequent upon this change, the
mechanism for flow of funds to the implementing agencies has also been revised.
·
Earlier, grants-in-aid under the Scheme
were released to the States/ UTs.
·
However, now grants-in-aid are directly
released to the ‘designated implementing agencies’ in the States/ UTs.
·
In fact, the State/ UT NSS Cells have
been identified as ‘designated implementing agencies’ for this purpose.
·
Thus, as a result of restructuring of
NSS, the funds flow mechanism for the Scheme has changed.
·
However, there is no change in
objectives and the basic implementation framework of the Scheme. As of now,
there is no proposal for further revision of the Scheme.
THE
BASIC OBJECTIVE OF NSS:
·
To develop personality and character of student
youth through voluntary community service remain unchanged.
·
However, the activities under NSS
continue to evolve in response to the needs of the community.
·
For instance, during recent years, NSS
volunteers have played an important role in spreading awareness about flagship
programmes of the Government through rallies, campaigns, awareness programmes,
etc.
·
The volunteers have been playing an
important role in spreading the message of digital literacy, esp. promoting
digital modes of transactions.
·
The NSS volunteers have also been very
actively participating in Swatch Bharat Mission activities and in yoga
programmes.
6.NEHRU YUVA KENDRA SANGATHAN:
·
The Minister of State (I/C) for Youth
Affairs and Sports Shri Vijay Goel said in the Lok Sabha today that the Nehru
Yuva Kendras (NYKs) are set up at District level,
·
The primary objective of developing the
personality and leadership qualities of the youth and to involve them in
nation-building activities.
·
The Scheme of setting up of Nehru Yuva
Kendras was introduced in 1972.
·
In the year 1987, an autonomous body
called Nehru Yuva Kendra Sangathan (NYKS) was established for effective
implementation of the Scheme and all the NYKs were placed under this autonomous
body.
·
NYKs have been set up in various
Districts in a phased manner. At present, 623 NYKs are functioning all over the
country.
